Information Systems Officer – UNCTAD (Temporary)

About the role

The Information Systems Officer will work within the ASYCUDA Programme of UNCTAD, providing technical assistance to National Customs Services and Project Teams in the Americas region. This temporary, full‑time position is based in Port of Spain, Trinidad and Tobago, and reports to the ASYCUDA Regional Coordinator.

Key responsibilities

• Manage feasibility studies, system analysis, design, development and implementation of moderately complex customs‑related systems.
• Develop detailed technical specifications, user documentation and training materials for ASYCUDA applications.
• Provide specialized advice to customs services, translate user requirements into functional applications, and ensure system integration.
• Maintain, upgrade and troubleshoot existing ASYCUDA systems, monitoring performance and ensuring data security.
• Develop and test proprietary ASYCUDA programs, including Single Windows, and support user acceptance testing.
• Prepare disaster recovery plans and conduct related training.
• Assist in the preparation of technical documentation and supervise junior staff or consultants as needed.

Required profile

• Professional knowledge of information technology and information management, especially in systems analysis, database design and programming for customs and international trade.
• Experience with structured and object‑oriented design, relational databases, scripting and query languages.
• Ability to analyze user requirements, design solutions and provide ongoing technical support.
• Strong documentation and training skills.
