Senior Information Systems Specialist

About the role

This is a contractual position for a Senior Information Systems Specialist who performs specialised technical design, development, testing and implementation of the Ministry/Department's information systems software. The incumbent identifies information needs, facilitates requirements development, selects and configures software, tests and commissions solutions, and supervises ICT, technical and support staff. The role reports to the ICT Manager, Manager of Solutions Development and Implementation or a designated officer.

Key responsibilities

• Manage projects for developing, implementing or selecting and configuring information systems, including identifying and mitigating project risks and ensuring quality.
• Guide the scoping, analysis and prioritisation of change initiatives and define business requirements for software solutions.
• Develop business models, plans and requirements, and specify improvements to information systems and data management.
• Design, develop, test, correct and document information systems in line with agreed standards, cost, security and efficiency constraints.
• Analyse business processes and assess the feasibility of alternatives such as automation and databases.
• Prepare technical design specifications and documentation, and conduct systems and integration testing.
• Provide technical support and training to end-users, and advise on new technologies.
• Support service continuity planning, system and acceptance testing, and software implementation, and promote compliance with government policies and best practices.

Required profile

• Bachelor's degree in Computer Science, Information Technology, Information Systems or a related field.
• Five years' experience in designing, developing, implementing and maintaining information systems, including at least two years in design and development; minimum of five years at a supervisory level.
• Experience in the public sector is an asset.
• Ability to supervise professional, technical and support staff.

Required skills

• Thorough knowledge of information systems development methodologies and project management principles.
• Working knowledge of programming languages and database management systems.
• Knowledge of ICT security principles and widely used ICT tools.
• Excellent analytical and problem-solving skills, strong communication skills, and ability to work independently and in a team.
