Consultant – Soil Data Gap Analysis for Flood Risk in Caribbean SIDS

About the role

This consultancy aims to investigate how soil properties and their variability can be integrated into flood risk assessments across Caribbean Small Island Developing States (SIDS). The consultant will work closely with CCRIF SPC and the United Nations Economic Commission for Latin America and the Caribbean to produce actionable recommendations.

Key responsibilities

• Conduct a comprehensive literature and policy review on soil science, flood risk assessment, and land‑use management in Caribbean SIDS.
• Identify and map key stakeholders, including government agencies, research institutions, and NGOs.
• Assess existing soil data, its usage in flood modelling, and related policy frameworks.
• Perform a gap analysis to pinpoint data, methodological, and institutional shortcomings.
• Organise and facilitate online focus‑group meetings with stakeholders to gather insights and feedback.
• Synthesize findings into a draft situational and gap analysis report and a final report with actionable recommendations.

Required profile

• Ph.D. or Master’s degree in Soil Science, Hydrology, Environmental Science or a closely related field.
• Proven experience in conducting desk reviews, gap analyses, and stakeholder consultations in the context of disaster risk management or climate resilience.
• Familiarity with Caribbean SIDS contexts and relevant regional institutions is an advantage.

Required skills

• Strong knowledge of soil science and hydrological processes.
• Experience with data assessment and gap analysis methodologies.
• Ability to prepare technical reports and present findings to diverse audiences.
